Bill Dunlay has more than 40 years of experience in transportation engineering
and airport planning. He has directed airfield and airspace studies for more
than 40 airports in the United States and overseas. Bill recently managed Jacobs
Consultancy's participation in the Environmental Impact Statement (EIS) for a
new parallel air carrier runway at Tucson International Airport, and an analysis
of terminal expansion alternatives at LaGuardia Airport using the Total Airspace
and Airport Modeller (TAAM) developed by Preston Aviation Solutions.
Bill has managed master plan projects for Austin-Bergstrom, Des Moines, and Pittsburgh
international airports, and helped develop the company's integrated approach
to airport master planning. In addition, he managed the airfield-airspace elements
of airport master plans for Cleveland Hopkins, Port Columbus, Dallas/Fort Worth,
Fort Lauderdale-Hollywood, Harrisburg, Hong Kong, Las Vegas McCarran, Orlando,
Lambert-St. Louis, Tampa, Tucson, and Washington Dulles international airports.
Bill has also provided expert witness testimony in a variety of airfield-airspace
and environmental cases on behalf of airport operators in Las Vegas, Orlando,
Pittsburgh, and St. Louis.
In 2003 and 2004, Bill divided his time between Jacobs Consultancy and the University
of California, Berkeley, returning to full-time status with the company in 2005.
As a Berkeley research engineer, he played a key role on NASA's Virtual Airspace
Modeling and Simulation (VAMS) Project, investigating various concepts for the
next-generation air transportation system.
