Prior Experience:
As consultant to the operators of over 60 airports in the United States and abroad,
Max is recognized as a leader in National Environmental Policy Act (NEPA) studies
(environmental assessments and impact statements), FAR Part 150 Noise Compatibility
Programs, and access restriction planning under FAR Part 161. He has managed
Environmental Assessment/Environment Impact Statement projects, or major portions
of such projects, at airports serving Los Angeles, Indianapolis, Atlanta, Charlotte,
Des Moines, Seattle, Louisville, Dallas, Toledo, Rockford, and many others. These
documents ultimately gained approval of 14 new or extended air carrier runways,
as well as complete master plan developments.
Among his FAR Part 150 projects are those for the airports serving Anchorage,
Charlotte, Cincinnati, Dallas, Fort Myers, Indianapolis, New Orleans, Palm
Springs, Phoenix, Rochester, Sarasota, Toledo, and Westchester County, as well
as noise compatibility plans for several smaller general aviation airports. He
has also assisted in major site selection studies for Atlanta, Chicago, Cleveland,
Madrid, and San Diego, and has participated in air cargo hub assessments for
most of the nation's integrated air cargo carriers at the airports serving Cincinnati,
Louisville, Ontario, Rockford, Terre Haute, and Toledo.
Prior to entering the aviation planning field, Max was director of a regional
planning commission in the Boston area, manager of Indiana's statewide planning
team, and a city planner in California. He is the past chair of the Airport Consultants
Council Environmental Committee, has been a speaker at several national conferences,
and has served as an expert witness for the operators of several air carrier
airports.
