Holland has 27 years of experience in aviation planning and environmental analyses.
His experience includes airport master plans, site selection studies, environmental
assessments and impact statements, and air service analyses. He has managed successful
community involvement efforts and award-winning educational outreach programs,
given more than 400 public presentations, developed public relations and consensus
building plans, and managed strategic marketing campaigns. Holland is a Leadership
in Energy and Environmental Design (LEED) Accredited Professional.

Prior Experience: As the Planning and Environmental Manager for
the development of Austin-Bergstrom International Airport, Holland was responsible
for all planning and environmental efforts in the conversion of the former Air
Force Base, including managing the airport master plan, an EIS, and two separate
FAR Part 150 noise compatibility studies. In addition, he managed design and
construction projects and prepared FAA-required documentation for certification
and commissioning of the new airport. During his tenure with the City of Austin,
the new airport received many awards, including the Airports Council International-North
America Environmental Achievement Award.
Earlier, Holland managed the airport system plan for the State of Texas as
a member of the Texas Department of Transportation - Aviation Division. He led
efforts to develop the first statewide capital improvement program, identifying
more than $100 million in needed improvements for 250 publicly owned airports.
Holland also was an aviation consultant with a major engineering firm for
10 years, where he was the project manager for a wide range of aviation projects,
including master plans, EAs, site selection studies, and financial/economic analyses.
He also completed planning projects for Dallas/Fort Worth and Orlando international
airports, among others
