Gary E. Davies
has 28 years of airport management experience as the Chief of the Audit Unit,
Manager of Financial Analysis and finally Director of the Office of Commercial
Management for the Maryland Aviation Administration (MAA), owner and operator
of Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin
State Airport (MTN), which is BWI's general aviation reliever airport. Gary is
registered as a Certified Public Accountant (CPA) in the State of Maryland and
is a member of the Maryland Association of Certified Public Accountants (MACPA).
He previously served on the MACPA Insurance Committee.
Prior Experience:
During his career with the MAA, Gary had responsibility for airport auditing
functions, establishment of airport rates and charges, financial forecasting
and, for the last 18 years, the development and implementation of virtually every
type of revenue-producing airport contract at BWI and MTN. Recent major accomplishments
include the (1) negotiation and development of a new Basic Use and Lease Agreement
with BWI's major airlines, which replaced a pre-deregulation agreement that was
over 30 years old; (2) negotiation and development of Memoranda of Understanding
and subsequent Lease Agreements with Southwest Airlines for space in BWI's new
Terminal Expansion at Concourse A/B; (3) negotiation of a buyout of underutilized
gates from USAirways, (4) planning and oversight of the change from a Master
Concessionaire to a Developer for BWI's food, beverage and retail concessions
program; (5) negotiation and development of operating agreements with eight (8)
rental car firms at BWI's new Consolidated Rental Car Facility; and (6) negotiation
and development of a contract with a private developer for the sale of BWI cargo
buildings and development of new cargo buildings at BWI. Over the years, Gary
also oversaw the development and implementation of contracts with public parking
operators, shuttle bus operators, fixed base operators, the Maryland Air National
Guard, airport commercial advertising firms, various government entities and
many other types of businesses that operate on airports. He also administered
the Foreign Trade Zone program for the Maryland Department of Transportation/MAA
for over 10 years, participated in the preparation of BWI's Competition Plan
and was instrumental in the establishment of the MAA-operated fixed base operation
at MTN. |
