Darcy Zarubiak has more than 14 years of experience in airport planning,
air quality, airport environmental management, and the operational components
of environmental sustainability at an airport. In addition to state and federal
environmental reviews (e.g., NEPA and general conformity), he has been responsible
for helping airports implement environmental management systems and negotiate
environmental improvements with airport stakeholders. Darcy has led projects
that range from analyzing the minimization of deicing discharges, to the conversion
of airline GSE to electric equipment. In all of this work, he has combined a
practical understanding of airport operational constraints with the principles
of environmental science to achieve pragmatic solutions that an airport can implement.
Prior to joining Jacobs Consultancy, Darcy worked for more than 7 years
at Dallas/Fort Worth International Airport (DFW) managing some of the most challenging
environmental issues being faced by a U.S. airport. He held the position of Senior
Environmental Planner during the development and implementation of a Compliance
Focused Environmental Management System (CFEMS). At DFW, he developed a strategic
environmental growth plan, which included all environmental reviews and approvals
for over $3 billion of airport growth projects.
