Practice Area/Specialization: Aviation forecasting, air service development, and civil aviation.

David Biggs has more than 18 years of experience in aviation planning, marketing, and safety/risk analyses. David has updated aviation traffic forecasts for over 25 airports, including cargo and business aviation forecasts. Several of these projects involved estimating the effect of aviation policy liberalization on passenger traffic. He has forecast nominal flight schedules for numerous airports including Hong Kong, Edmonton, Ottawa, Barbados, Kingston and Panama, and prepared peak hour passenger and gate requirement forecasts for most of these airports. David developed a model for generating short-term forecasts of passengers at screening points at 89 airports in Canada, based on airline schedules. David has developed various models for determining the demand and viability of new routes using ticket and origin-destination trip data, and determining demand among competing airports based on fare, flight frequency, and airport characteristics. David has applied his knowledge of modeling and statistical techniques on a wide range of aviation related projects, including the evaluation of proposed regulatory changes to improve aviation safety.
